The Producer Responsibility Obligations (Packaging Waste) Regulations 2007 are being reformed to a system of Extended Producer Responsibility (EPR). The current producer responsibility system for packaging has operated since 1997, but it has never covered the full costs of the collection, sorting, and treatment of packaging waste.

The UK Waste Electrical and Electronic Equipment (WEEE) Regulations 2013 (as amended) is the primary legislation governing electrical and electronic equipment (EEE) in the UK. The Government are looking to reform these regulations (WEEE Extended Producer Responsibility) to increase levels of separately collected WEEE for re-use and recycling, and to ensure that producers and distributors of electrical and electronic products finance the full net cost of collection and proper treatment of products that end up as waste.

Packaging and Packaging Waste Regulation (PPWR), is due to take effect in the EU from August 2026 (implemented in February 2025 and superseding PPWD) introducing an array of packaging requirements for producers, importers, and manufacturers alike.

Textiles EPR will establish separate textile collection systems at scale, ensuring dedicated, ongoing, and sufficient funding is available to cover the net cost associated with managing all discarded textiles.

A Deposit Return Scheme (DRS) for drink containers will be introduced in England, Scotland, Wales, and Northern Ireland in October 2027. Since waste management is a devolved policy area, it is the responsibility of each nation of the UK to decide the scope of its own DRS in a way that fits its policy needs.

A Digital Product Passport (DPP) is a digital record of a physical product containing a structured collection of product-related data throughout its life cycle, containing information around raw materials, manufacturing processes, usage data, repair history, and recyclability. The European Union (EU) is moving forward with mandatory DPPs for certain products categories by 2027, starting with batteries, and possibly electricals and apparel.
